Inspiration
The Articles of Confederation were America's first governing document. The Continental Congress passed them in 1777, but the states did not ratify them until 1781; the Constitution replaced them in 1789. Populist uprisings such as Shays' Rebellion convinced George Washington and other elites that the Articles of Confederation could not sustain the new nation. The Constitution created a government restrained enough to protect liberty, yet strong and deliberative enough to resist foreign threats and "the mob."
